I finally found the solution to fix this problem!!!

After read EP 7.3 KM development online help carefully.

I am aware there is one setting that I missed in my development steps.

you have to add as a resource root the

src.config

folder for your DC by choosing the DC ® Component Properties tab  ® Folders tab ® Add Resource Root, select the

src.config

folder and choose OK.

Once you finished above step, deploy your program to your portal. You can immediately see your repository service in the KM Repository Service list.
